Today, we come before you to make a heartfelt appeal for the recruitment of officers from foreign armies to join our cause in Haiti. As we face a myriad of challenges, we need the expertise and experience of foreign officers to help us achieve our goals of peace, prosperity, and stability for our beloved nation.
As we all know, Haiti is a country that has been blessed with a rich history and a vibrant culture. Our ancestors fought for our freedom, and we continue to honor their legacy by upholding the values that they fought for. One of our founding fathers, Jean-Jacques Dessalines, recognized the importance of unity and solidarity in the face of adversity. He once said, “We want to be independent, and we shall be so. But we need the help of the world. We need men of courage to assist us in our work.”
Today, we face numerous challenges that require the assistance of men and women of courage, expertise, and experience. We need officers from foreign armies to join us in our mission to build a better Haiti. We need their leadership, their knowledge, and their dedication to helping us tackle the challenges that we face.
Our nation has suffered from political instability, natural disasters, and poverty for too long. It is time for us to come together and work towards a brighter future. We need officers who are willing to put their lives on the line for the betterment of our country. We need officers who are willing to work side by side with our troops to build a better Haiti.
We must look beyond our differences and focus on what unites us. We are all Haitians, and we share a common goal of building a better future for our children and future generations. We need officers who understand our culture and our values, and who are willing to work with us to achieve our goals.
We implore all of you to join us in this cause. Let us come together as one nation and one people to build a better future for Haiti. Let us honor the legacy of our founding fathers and the sacrifices of our ancestors by working towards a brighter future for our beloved country.

Haiti needs a lot of you, officers, and your roles and duties in the Haitian Expatriates’ Legions for Peace and Democracy are listed below. They are our expectations about our future officers.
- Leadership: Officers are responsible for providing leadership and guidance to their units. They are expected to set the tone for their unit and lead by example.
- Planning: Officers are responsible for developing and implementing plans for their units. They must be able to anticipate potential challenges and develop strategies to overcome them.
- Training: Officers are responsible for training their troops and ensuring they are prepared for any situation they may encounter. They must ensure their troops are proficient in their skills and ready to execute their missions.
- Coordination: Officers are responsible for coordinating with other units, government agencies, and local authorities to ensure their units are working together effectively and efficiently.
- Communication: Officers must be effective communicators, both within their units and with external organizations. They must be able to convey orders clearly and concisely and ensure their troops understand their objectives.
- Administration: Officers are responsible for managing the administrative functions of their units, including personnel management, logistics, and finances.
- Intelligence: Officers must be able to collect and analyze intelligence to inform their decisions and actions. They must be able to assess the situation on the ground and make informed decisions based on that information.
- Operations: Officers are responsible for planning and executing military operations. They must be able to assess the situation and determine the appropriate course of action.
- Security: Officers are responsible for ensuring the security of their units and the people they are serving. They must be able to assess threats and take appropriate measures to protect their troops and the local population.
- Representation: Officers are often the face of the military to the local population and must represent their unit and the military with professionalism and respect. They must build positive relationships with local leaders and communities and work to earn their trust and support.
- Adherence to rules and regulations: Officers are expected to adhere to all military rules and regulations, including those related to conduct, ethics, and professionalism. They must maintain high standards of personal conduct and serve as examples for their troops.
- Cultural sensitivity: Officers must be culturally sensitive and respectful of local customs and traditions. They must be able to work effectively with people from diverse backgrounds and understand the local context in which they are operating.
- Decision-making: Officers must be able to make quick and informed decisions in complex and dynamic environments. They must be able to assess the situation, weigh the options, and make a decision that is in the best interest of their unit and the mission.
- Risk management: Officers are responsible for managing risk and ensuring the safety of their troops. They must be able to assess potential risks and take appropriate measures to mitigate them.
- Accountability: Officers are accountable for the actions of their unit and their troops. They must be able to take responsibility for any mistakes or failures and work to address and correct them.
- Mentoring: Officers are responsible for mentoring and developing their troops. They must be able to provide constructive feedback, identify areas for improvement, and help their troops reach their full potential.
- Adaptability: Officers must be adaptable and able to adjust to changing situations and environments. They must be able to think creatively and find innovative solutions to unexpected challenges.
- Resilience: Officers must be resilient and able to operate in difficult and challenging environments. They must be able to remain calm under pressure and maintain focus and determination in the face of adversity.
In the Haitian Expatriates’ Legions for Peace, you will play a critical role in ensuring the success of the mission. You will be responsible for leading and guiding their units, ensuring your troops are prepared and ready to execute their missions, and building positive relationships with local communities. Your leadership, experience, and dedication are essential to the success of any military operation.
